The Summary of Audit Reports on the Financial Management and Control of EU Funds in Hungary in 2010 draws attention to the need for the quicker and more effective utilisation of EU funds.
On 5 December 2011 the Summary of Audit Reports on the Financial Management and Control of EU Funds in Hungary was published for the sixth time. In the Summary SAO presents previous years’ trends along some key indicators – among others Hungary’s absorption capacity, net position, grant schemes and the management of irregularities – by means of analysis.

From the pre-accession era Hungary has been able to reach a positive financial position in terms of drawing funds from the EU budget. The grants appearing in the budget of the Republic of Hungary in connection with its relations to the EU increased gradually between 2004 and 2010. The amount of HUF 127 billion in 2004 grew up to HUF 870 billion in 2009 and reached HUF 1,032 billion by 2010.

From a financial perspective, the implementation of the 2004-2006 National Development Plan (NDP) can be considered effective, 99.1% of the total allocation was utilised. The resources of NDP were successfully utilised in the fields of job creation, HR developments, environmental protection and transport; however, the social-economic gap between the regions could not be closed.

The experience gained when closing the programmes made it clear that special attention must be paid to the discovery and follow-up of irregularities to the greatest possible extent, the efficient operation of debt management as well as to the compulsory monitoring of the operation of projects implemented with EU assistance.

The progress achieved by the Operational Programmes of the New Hungary Development Plan (NHDP) in the 2007-2013 budgetary period significantly lags behind the time-proportionate figures. Even if more than a half of the sums has been committed, disbursements have been made in the amount of 17% of the total allocation.
