The International Consortium on Governmental Financial Management (ICGFM) is a worldwide communication network of financial managers, accountants, auditors and economists at municipal, state, federal and international levels to promote a better understanding of public financial management and to provide opportunities for professional development and information exchange. Since its establishment in 1978, ICGFM has provided its members with a wide variety of programmes and services. Its operations include conducting research, issuing publications, holding monthly forum meetings, exchanging information and ideas in order to advance governmental financial management principles and standards, as well as promote their implementation and application.
The State Audit Office of Hungary (SAO) established close relationship with ICGFM when the INTOSAI Internal Control Standards Committee was headed by the SAO. In 1998, the SAO joined the organisation as Government Institution Member, which status has later changed to Organisation Member. In addition, the former SAO President, Dr. Árpád Kovács represented the State Audit Office of Hungary in the Board of Directors, and he also participated actively in the work of the organisation as lecturer on its annual conferences, summits and other events.
