The State Audit Office of Hungary (SAO) has prepared for the audit of the electoral campaign. The SAO is already receiving the advertisement price lists of publishers and it will completely fulfil its obligation to audit the accounts of funds spent on the electoral campaign, pursuant to the legal regulations in force.
Communication of the State Audit Office of Hungary on the audit of the electoral campaign
2014. 01. 20. 14:26
The objective of the audit is to evaluate whether the MP candidates for constituencies, the political parties as well as national minority self-government bodies drawing up a national list of candidates observed legal regulations in the course of the campaign. The SAO will carry out the audit at the Hungarian State Treasury as well as the nominating organisations and the MP candidates for constituencies.
The SAO examines whether constituency candidates obtaining a parliamentary seat, as well as other candidates upon request, spent the budgetary support of HUF 1 million on expenditures related to electoral campaign activity. The SAO audits the accounts of the budgetary support in case of nominating organisations obtaining parliamentary seats, as well as other nominating organisations upon request.
According to the provisions of Act LXXXVII of 2013 on the Transparency of Campaign Costs of the Election of MPs, HUF 5 million is the maximum amount that an independent candidate, a political party putting forward a candidate or a national list of candidates and the candidate thereof together, as well as each candidate of a national minority self-government body drawing up a national list can spend on activities related to the electoral campaign, including the budgetary support. The SAO audits also the compliance thereof in case of political parties and candidates obtaining a parliamentary seat, as well as other parties and candidates upon request.
The State Audit Office of Hungary receives the advertisement price lists of such media organs that wish to publish political advertisements in the campaign period until 24 January. Detailed information about the reception and publication of price lists can be found at http://www.asz.hu/valasztas.
The SAO calls attention repeatedly to the fact that it will publish the price lists sent by media organs without checking or modification, thus it does not assume any responsibility for the content thereof. We also emphasise that pursuant to the legal regulations in force the State Audit Office of Hungary acts in all issues related to the electoral campaign as a body applying the law. Please be informed that SAO is expected to publish its report on the audit of the 2014 electoral campaign in spring 2015.
