Liaison officers’ meeting in Budapest

The liaison officers of the Supreme Audit Institutions of the European Union held their annual meeting in Budapest. On the margin of the 1.5-day-long event also the candidate countries’ and the V4+2 countries’ representatives met shortly.
The Supreme Audit Institutions (SAIs) of the EU member states, as well as the representatives of the European Court of Auditors (ECA) meet annually with the aim of preparing the upcoming meeting of the Contact Committee of the Heads of EU SAIs. Besides the liaison officers of the EU member states, also those of the candidate countries participate in the meeting, as well as the representatives of SIGMA (the joint initiative of OECD and the EU working on strengthening public governance systems and public administration capacities). It is also a tradition that the liaison officers of the V4+2 countries hold a short meeting during the event. This year, the liaison officers’ meeting was hosted by the State Audit Office of Hungary (SAO), in Budapest.
On 15 May 2013 the representatives of the acceding, candidate and potential candidate countries’ network met, while on 16-17 May the liaison officers held their meeting. Besides the working groups’ reports and the joint activities of the Contact Committee, also such important topics were put on the agenda as the activities of the Task Force elaborating a draft position on the tasks and roles of SAIs, as well as the main results of the Contact Committee’s extraordinary meeting held in Luxembourg on 8 May 2013.
The candidate countries’ network also reported on their activities in the liaison officers meeting and the participants collected ideas in relation to the possible future activities of the Contact Committee.
László Domokos, President of SAO greeted the participants and the meeting was moderated by Eszter Dürr, Head of the Department of Methodology and International Relations. In his opening remarks President Domokos highlighted the importance of liaison officers in the smooth preparation of the Contact Committee meeting. He also drew attention to the fact that several topics on the agenda deal with issues on how public external audit can contribute to the transparency, integrity and democratic legitimacy of using taxpayers’ money, which are aspects of great importance for SAO as well.
As regards the future activities of the Contact Committee, the liaison officers supported the proposal of the SAI of Poland aiming at a survey on SAI’s cooperation with the National Statistical Institutions. The participants also discussed the possible ways of cooperation in relation to the priority topics identified (Financial supervision and banking union, strengthened economic and fiscal governance).
The representative of the SAI of Lithuania presented the draft agenda of the upcoming Contact Committee meeting, which – on the basis of suggestions made during the meeting – might be subject to change.
